The vendor was timely in most of their products and processes that we agreed upon. A challenge for them (and us) was that this was totally new work that was unknown to the tribal nations and needed to be introduced and build up buy in to set time aside to participate which can be very difficult for tribal public health directors. The timeline we all had hoped we would be on was pushed back due to this but not due to the vendor.
The vendor was the only organization in the country that had expertise in tribal public health system transformation. They were well known for this work as well as the sub-contractors they engaged. They are on the leading edge of that work and brought that experience and insight into MN Tribal nations. They did high quality work with tribes in MN and the appetite for this work with tribal nations is high. We have been able to continue tribal public health system work led by tribes because of this initial work with this vendor and are now engaging almost all the tribes in that work.
The cost for the kind of specialized experience and expertise the vendor possessed working with tribal nations on system transformation was appropriate. The project had high engagement and required deep expertise and that was reflected in the costs.
Again, the vendor’s performance on this effort was very high. We wouldn’t have engagement from tribes, driven by tribes, if we hadn’t begun that work through Red Star.
