MDH no longer has the ability to unilaterally reassign MDH or other state employees to support the COVID response and is stretched thin as it is, and still operating with several hundred staff vacancies. MDH lacks the staff resources to hire and train the volume of new employees or contractors that would be needed to assume the critical roles that CDCF staff are currently fulfilling. There is only one other entity that can provide any sort of expertise on demand is Rose International, but staff from this source do not have the institutional knowledge or public health expertise that CDCF staff have, as the need is highly specialized. The CDCF staff have trained and worked in these roles for years before coming to MDH, most more than a year ago, and that expertise is required for strategic planning and oversight of the complex and rapidly evolving work. Replacing them with untrained, unproven people off the street would cause significant disruption at a potentially critical time, potentially putting the public at risk.

The work of the CDC Foundation (CDCF) was very timely. They were able to quickly recruit and place staff at MDH, usually within a couple of weeks.
The staff provided by CDCF were all highly trained, experienced and very professional.
CDCF administrative costs were reasonable. Staff salaries were based on national averages, so some salaries were a little high for Midwest, although most were in the normal range.
CDCF was an excellent partner. They provided supervision of the staff placed in consultation with assigned MDH staff. They quickly responded to requests for staff and to any other questions posed.
