Through February 2024, services were provided on time as required.
Through February 2024, services were of acceptable quality
cost was based on competitive bid and remained constant throughout the contract period.
Through February 2024, the contractor's performance was very good. In February, Change Healthcare was hacked, and became unable to complete any work. No State data was involved in this contract, and was not vulnerable due to the hack, but medical systems nationwide were disrupted. DHS and the contractor were expecting to extend the contract, but complications with their Human Rights certificates impeded extension, and a decision was made to let the contract lapse.
