Summarize purpose of the contract, including why it was necessary: To provide professional services to the Minnesota Department of Health related to health policy analysis, research, synthesizing of information, reporting writing, and project leadership. These services are intended to support MDH’s work in carrying out a study and developing recommendations on the “regulation of conversions, mergers, transfers of assets, and other transactions affecting Minnesota-domiciled nonprofit health maintenance organizations and for-profit health maintenance organizations. MDH was unable to complete this legislatively-mandated work using existing staff.
