This work was started as an Annual Plan that was implemented with a community consultant, with unique expertise in the project. Once initiated, the program identified that a larger scope of work was needed to properly complete engagement in an equitable manner. The scope of work needed to assure engagement aligned with equity efforts would exceed the $5,000 maximum of that contract. This was due to the increase demand from the community to add engagement sessions that would assure that voices from communities disproportionately impacted by HIV and the grassroots organizations serving these
communities were heard. The plan was to do two engagement session which has now turned into six session which increased the amount of work needed to complete the initial work of this project. Additional engagement will also be planned and delivered to inform future competitive procurement processes. The HIV Supports Division at DHS is committed to ensure the community has all the information needed to ensure that services are being delivered to have the best health outcomes.

The product of this contract was instrumental in completing two procurement processes leading to 14 executed Official Grant Award Notices and 8 Grant Contracts.
The contractor was efficient in her work and the cost was appropriate and aligned with the contract's workplan and budget.
Overall, the contractor executed their work very well. The HIV Supports Division was given products and information that was crucial to their planning efforts.
