Summarize purpose of the contract, including why it was necessary: Minnesota’s Office of Transit and Active Transportation is responsible for the state’s Rural Transit Assistance Program
(RTAP) (FTA Section 5311(b)). The purpose of this funding is for the design and implementation of training to meet the
needs of transit operators in non-urbanized areas. Non-urbanized areas include rural and urban areas with under 50,000 in
population.
The MnDOT RTAP Program Management contract is to have a consultant administer the MN RTAP to provide services,
design and implement trainings that enhance the competence of rural transportation providers throughout greater Minnesota.
It was deemed that there would be no qualified employees capable of performing this type of work to the level and
standard required.
