The Minnesota Secretary of State requires access to airtime for non-commercial sustaining announcements (NCSAs). NCSAs are radio and television ·campaigns that are used to deliver important public interest messages. They can only be delivered by non-profit organizations or government entities. The FCC and IRS have determined that NCSAs are a separate product/service from public service announcements (PSAs) or traditional commercials based on the times and markets in which they are offered and the revenue the provider can earn from airing the campaign.
Providers of NCSAs are exclusively state broadcasting associations, who use the revenue they receive from these services to fund their operations. Stations, who are members of the state broadcasting association, donate unused airtime to for the NCSA campaign and provide affidavits on a recurring basis to show when the campaign was run.
