Evaluate the contractor's timeliness Barr provided a timeline of milestones and tasks. They communicated frequently with us to make sure we knew task and project status, as well as any information bottlenecks. This approach was very successful.

Evaluate the contractor's quality Barr has a depth of knowledge and skill that showed throughout our engagement and in their work products. In particular, their analytical capacity, as well as GIS capability, were frequently called upon with short notice to complete new and emerging tasks. The level of expertise and quality of work was very high.

Evaluate the contractor's cost Given the level of effort, the number of staff, and project duration, the contractor cost was reasonable for the intended effort.

Evaluate the contractor's overall performance Overall, Barr provided excellent professional service with high quality results.
