Summarize purpose of the contract, including why it was necessary: Minn Stat 103G.005 is developing a wetland mitigation In-Lieu Fee program (ILF) under the U.S Army Corp of Engineers Section 404 regulatory authority. A requirement of an ILF is to develop a Compensation Planning Framework (CPF) for each BSA, which is a wetland mitigation prioritization plan based on watershed needs. This project developed CPFs in BSAs 1, 2, 3, 8, 9, and 10.
