A single source was set up as a gap fill until an RFP was conducted and executed.

Evaluate the contractor's quality Contractors quality is substandard. Property cleanliness lacked as well as building care and maintenance. Transparency in documentation and responsibilities came up short of expectations. Misc. invoices and charges the state was not made aware of up front continually showed up as monthly charges. These costs should have been disclosed prior to the state purchasing the building.
