The Property Manager (level 10) was used by the previous owner; the state did not have enough time to set up and bid out an RFP for management within the purchasing deadline. A single source was set up as a gap fill until an RFP was conducted and executed.

Contractor was responsive to communications and met agreed upon deadlines
Contractors quality is substandard. Property cleanliness lacked as well as building care and maintenance. Transparency in documentation and responsibilities came up short of expectations. Misc. invoices and charges the state was not made aware of up front continually showed up as monthly charges. These costs should have been disclosed prior to the state purchasing the building.
Contractors cost is in line with typical PM costs in the metro area
