A statutory responsibility of the Board is to protect the health of the domestic animals of the state, which the Board does in part by preventing, detecting, and controlling animal diseases, including poultry diseases. The Board has the statutory authority to work with the Governor to establish quarantine zones and implement movement restrictions during a disastrous animal
disease outbreak. See Minn.Stats.35.03 and 35.0661
