Evaluate the contractor's timeliness There were two consultants:
N.B. had other priorities including being sick, getting married, and finding a new job. He did not deliver enough volume of work to make the project successful.
D.N. reported out daily and delivered a large quantity of work, based on the requirements he was successful in what was asked of him.

Evaluate the contractor's quality N.B.: Mediocre
D.N.: Delivered as much as could have been asked in the time frame that we had him.
NOTE that this project was about volume, if there would have been more time we would have added a quality metric.

Evaluate the contractor's cost The rate was very reasonable.
