If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) Competitive bidding would not provide adequate performance of the services because the programs are very specialized and most were created for the purpose of providing unique correctional services. It is also essential that the services be geographically matched to the needs of each person. There are no other existing vendors capable of providing these services in the required areas. It is unlikely that other vendors could initiate services as most of the programs we contract with are nonprofit programs that were established for the sole purpose of providing these specialized residential correctional services.
