This was a contract with a consortium representing the majority of health care systems in the state and was executed under an emergency authorization where there was not sufficient time to conduct a competitive RFP process.

The contractor had excellent timeliness and developed a completely new system on an incredibly short timeline, including gaining buy-in from partners. The contract timeline was extended because the project showed its value and was expanded.
This was high quality work that received national recognition. There was no template for much of the work, as these methods of combining data across health systems in a de-identified fashion had not been performed before, but the contractor excelled.
The contractor's costs were reasonable for the work. The project budget was expanded because the project demonstrated its value and was expanded.
The contractor had great overall performance. Their work began as a project in response to an emergency, and expanded to meet additional needs of the State.
