Honestly i am not sure if it was sole source or not. CMS requires that states use a different service provider for Pen Test and independent audit of systems to help ensure that providers are doing a diligent job and more likely to identify different defects or opportunities to improve system security posture.

honestly the biggest challenge is trying to navigate both State procurement hurdles and CMS requirements, along with needing to do these things in a specified timeframe often provided by CMS with limited timeframe- 90 days or so. There are about 3-4 vendors that are on the state list of approved vendors and may have a contract in existence, which might help speed state processes.
