HMA consistently met all contractual deadlines and completed deliverables within specified timeframes. The contractor demonstrated reliable administrative management of tasks and deliverables, including appropriate follow-up and follow-through on project requirements.
The quality of HMA's written reports did not fully meet expectations in terms of comprehensive research depth and actionable recommendations. The contractor's facilitation and engagement approach with Community of Practice participants required enhancement to achieve optimal meeting effectiveness.
The contractor's cost was reasonable and aligned with the level of services delivered.
HMA's overall performance for a first-time community of practice of this kind in Minnesota was sufficient. The contract was concluded at the end of the term, and a new Request for Proposals process was initiated to better align vendor facilitation with program objectives. HMA was not awarded the renewed contract.
