Summarize purpose of the contract, including why it was necessary: West Central Environmental Consultants (WCEC) will oversee maintenance of the granulated activated carbon treatment system connected to the basement sump water discharge and conduct routine sampling for the sump water. WCEC will also prepare monthly discharge monitoring reports (DMRs) for the basement sump water discharge. All subcontractors will be procured following MPCA's contractor and subcontractor purchasing manual. WCEC will prepare an annual monitoring report of the findings.
