Summarize purpose of the contract, including why it was necessary: WCEC will conduct groundwater sampling of private/residentials wells for PFAS and/or VOCs throughout the 3M Settlement East Metro area. Sampling also includes GAC performance sampling, as well as other filter performance or QA/QC related samples. Biweekly sampling updates will be submitted to MPCA. Work will also include overseeing the scheduling of GAC installs, exchanges, and removals that will be completed by other state contractors and coordinating with them, as well as tracking the status of these activities and updating databases related to this work. These database updates will be sent to MPCA twice per month. WCEC will also oversee bottled water delivery activities such as initiating water bottle deliveries and stop-water requests, and will conduct monthly audits of invoice summaries (to be submitted monthly). Bottled water deliveries will be completed by Premium Waters.

Evaluate the contractor's quality 3 - Neutral - There have been a number of sampling or chain of custody mistakes that needed rectifying. WCEC has however addressed and fixed any identified issues.

Evaluate the contractor's overall performance 4 - Satisfied - Working with WCEC has been a positive experience overall. WCEC has been good at communicating, and has been crucial in keeping track of samples, residential well advisories, and where residents are at in our sampling/GAC process. Their QA/QC of the GAC database has been much needed for the MPCA to identify duplications or errors in some of our process and to resolve them.
