AMHI - Tribal Funding Formula

Using the existing formula model and outcomes of the White Earth Nation Adult Mental Health Initiative (AMHI) Tribal Formula workgroup, create a Tribal-based AMHI funding formula that is equitable, transparent, and based on reliable data that can be updated over time. This formula may be used as a basis for future models if other Tribal Nations choose to become AMHIs in the future. Using the existing model developed for county-based AMHIs by Forma ACS, tasks to develop a Tribal funding formula include: update underlying data with population data recommended by the workgroup; add new data sources/variables for the Tribal formula model; submit a final Tribal funding formula model to DHS for use with Tribal AMHIs; update the county-based formula model to interact cohesively with the Tribal formula model ensuring that all data sources including population measures, Area Deprivation Index and Rural Factor function for both formulas.

This is a single source contract request with Forma ACS because they are the original contractor that developed the
funding formula model for county-based AMHIs. AMHI Reform is a complex project to develop an equitable
funding formula to distribute $33.5M/year in funds to county and Tribal entities. Forma ACS is uniquely positioned
to utilize the subject matter knowledge gained from previous efforts to perform the continued work necessary to
create a funding formula for Tribal Nations in a manner that interacts effectively with the original funding formula
model developed by Forma ACS. The county-based AMHI funding formula model contains multiple variables and
background data that have been blended together in order to create equitable allocations for the AMHIs. Forma
ACS has a clear understanding of the steps necessary to ensure the functionality of the two formula models work
cohesively together.
