Summarize purpose of the contract, including why it was necessary: The goal of this project to use electronic monitoring technology as part of effective community supervision on a select group of high risk formerly incarcerated persons (clients) under the authority of the DOC Commissioner to support our mission to reduce recidivism and promote change. These include life-sentenced clients at minimum security DOC institutions and supervised release clients residing in communities throughout the State of Minnesota. It is also the goal of the project to enhance public safety and increase released clients’ accountability and compliance with their conditions of release.
