This contract supported MnDOT’s transition away from the standalone MinnesotaGO.org website toward consolidating content
on MnDOT’s main webpage. The shift was necessary due to the end of consultant support for the existing website, which limited
the ability to update or restructure content. With the Minnesota GO Vision update underway, this project ensured timely
migration of priority plans—such as SMTP, MnSHIP, Freight, and Aviation—and provided updated access to remaining plan
content. The contract enabled MnDOT to maintain public access to strategic planning materials and align with broader agency
efforts to centralize engagement tools through Let’s Talk Transportation.

HDR was the original contractor responsible for designing, hosting, and maintaining the MinnesotaGO.org website. As such, they
were uniquely positioned to support the site’s decommissioning and content migration. Their direct knowledge of the website
architecture, existing planning materials, and MnDOT’s digital accessibility standards made them the only vendor able to
complete the work efficiently, accurately, and within the required timeframe. Engaging a new contractor would have resulted in
significant delays, onboarding time, and additional costs. Given the tight timeline to retire the website before June 30, 2025, HDR
was the only practical and responsible choice for this work.

The contractor demonstrated exceptional timeliness throughout the duration of the project. All milestones and deliverables were
met on schedule, and the work progressed at a steady and reliable pace to ensure completion by our deadline. Their
responsiveness and proactive coordination helped keep the project moving smoothly without delays.
The quality of the contractor’s work was consistently excellent. All deliverables were completed to a high professional standard,
with careful attention to detail and clear alignment with MnDOT’s communication and accessibility expectations. The final
product effected a seamless transition from MinnesotaGO.org to MnDOT’s main site
The cost of the contract was in line with expectations and remained within the established budget. There were no unexpected
increases or overruns. The work completed represents strong value for the investment made, particularly given the scope and
strategic importance of the transition.
