Scope items include the following:
1. Completing a work plan and QAPP for EPA review and approval prior to the start of the following activities.
2. Investigating two drainpipes that flow into Farrel's Lake to assess whether they are a potential source of contamination to the Lake.
3. Delineating arsenic, chromium, copper, and dioxins/furans concentrations in the northern portion of Farrel's Lake and the channel north of the Lake to determine if contaminants are migrating beyond the Lake.
4. Further investigating PCP concentrations in a pond located between the M&G Site and Farrell's Lake that had a detection in 2018.
5. Assessing chronic toxicity endpoints in benthic species common to Farrel's Lake.
6. Evaluating Site-specific bioaccumulation of dioxins/furans in the food chain and the risk potential to human health due to fish tissue consumption.
7. Documenting rationale for any potential sources of contamination to Farrel's Lake
8. Maintaining the Site file.
9. Providing reports and updates to the USEPA.
10. Completing financial status reports for USEPA.
11. Preparing a schedule for completing fieldwork, draft, and final reports (including monthly summary and analytical sampling reports).
12. Completing and distributing the 1st Draft Ecological Investigation Report to USEPA for review and comments by July 31, 2026, and Final Report by August 31, 2026.The anticipated deliverables include the MPCA agrees to submit a progress report semi-annually that includes information on each of the
following areas: 1) a comparison of the work conducted to the outputs/outcomes established in the assistance agreement work plan for the period; 2) explanation if established outputs/outcomes are not met; and 3) additional pertinent information, including, when appropriate, budget analysis and information. The expected outcomes of the project is to complete an evaluation as to determine if PCP or
other contaminants are reaching Farrel's Lake from the Site.
