The original consultant was selected through a competitive process. Sogeti USA LLC is the original designer of the system in 2002, and has been maintaining the system under previous maintenance contracts with OPS. Because this database contains the entire caseload history of our office and every pipeline operator and damage prevention related person we have encountered, fined or dealt with in any capacity, and contains all timesheet information related to all inspections, which ties to the funding aspects of our office, this system must be operational at all times. Problems that arise and/or enhancements that must be made due to federal requirements must be made quickly. No other contractor has the expertise and knowledge of this system and it would not be cost effective to solicit and/or contract with another contractor who doesn’t know the system. Also, the DPS’ Office of Technical Support Services does not have the expertise, staff or time to maintain our system, and OPS’ technical staff does not have the programming skills to provide the service.
