Economic Impact of Airports and Update Impact

Local government leaders are faced with the dfficult task of determining which of the community services and infrastructure to fund with limited funds. airport managers and commissioners historically have confronted a dilemma when trying to make a case or present arguments regarding the economic value of their airport. In 2004 Drs. William Gartner and Daniel Erkkila of the University of Minnesota developed an Airport Economic Impact Calculator. This calculator is used by airport managers and community leaders to help with thier funding decisions. Some of the base data used in the calculator needed to be updated. In addition, the original calculator had limitations that were resolved through this project.
This built also included a comprehensive study that determined the economic impact of the statewide systems of airports. this information had not been researched in over 10 years and provides important information the State's leaders.

This project required time extensions. This was related both to MnDOT constraints and to availability of the contractor (Bill Gartner) who is often on assignment out of country. The contractor tried to maintain contact via email; which worked well; however, discussions and meetings were more difficult to schedule.

MnDOT had internal constraints which were out of the contractors control and added to delays in updating the calculator to the contractor's specifications. the contractors support team (primarily Brigid Tuck) timely in developing the report and responding to review comments.
The quality of the work was very good. The calculator is a valuable tool is widely used by airports and community leaders. The statewide economic assessment is valuable information for State leaders when considering aviation issues.
The cost was negotiated and agreed to before work on the project began. There were no cost overruns.
The Contractor performed well. The researcher (Bill Gartner) was committed to the project and making sure it was accurately met the needs of the MnDOT and its airport partners.
