As part of the MnDOT Context Sensitive Solutions (CSS) Flagship Initiative, piloting of additional and new FY 11 CSS related training opportunities was envisioned, identified and sanctioned for deployment by MnDOT’s Stewardship Council within a consultant budget approved for FY 2011 and to address approved CSS milestone training targets.

While MnDOT has capability and availability to assist a contractor with services to reduce contract costs, MnDOT
does not have sufficient capability or availability of staff to provide the highly specialized and experienced
interdisciplinary team expertise and support necessary to further develop and deploy the comprehensive and highly
interactive CSS training venues necessary for enabling and sustaining MnDOT’s desired CSS-related change management efforts.

CSS evolved as a national initiative, unique and specialized to transportation programs, projects,
and services, and no other state agencies or entities have sufficiently developed the capability or experience to meet
MnDOT’s expectations and the requirements of the contract except for the University of Minnesota Center for
Transportation Studies (CTS). CTS has been a CSS partner with MnDOT and the MN Division of FHWA since
1999 when MnDOT was nationally designated as a pilot state to help advance the understanding and implementation of Context Sensitive Design and Solutions nationwide.

The Contractor and their subcontractors were all very timely in addressing all tasks and deliverables for a very aggressive slate of training venues that had to be planned and deployed within a 6-month period of time.
The quality of tasks performed and deliverables provided by the Contractor and their subcontractors was very good and met or exceeded MnDOT expectations. Participant evaluations also affirmed the same conclusion.
The Contractor and their subcontractors not only met but exceeded MnDOT’s expectations within the estimated Contract costs and overall Contract budget.
Flexible, easy to work with, creative, responsive, responsible and consistently good to very good on all fronts.
