The Inception and Elaboration Phases of the Website Redesign Project were delivered on time and within budget. The Construction and Transition Phases of the project were not delivered on time; however, CSC provided additional resource time for development in the Transition Phase at no additional charge.
CSC conducted excellent requirement gathering workshops which elicited outstanding feedback from DOR division representatives. The requirement gathering workshops clearly identified how the redesigned website should function and be constructed. However, the final requirement documentation did not accurately reflect or provide enough detail about the requirements that were stated in the workshops. This resulted in a need for the CSC Project Manager and the DOR Project Team to restate the site requirements to the CSC development resources. The issue of poor requirements documentation caused project delays during the Construction and Transition Phases and an overall lack of understanding of the site concept for developers. Additionally, once the CSC development resources understood the site requirements, it became apparent that they did not have the SharePoint skillsets to deliver the functionality that had been requested.
The cost associated to contract with CSC was acceptable based on the proposals in response to our Statement of Work. CSC communicated all costs efficiently and worked within the project budget.
CSC provided an excellent methodology for eliciting requirements, but did not follow through with an accurate recording of the requirements. Site functionality and structure that was conceived in the requirements gathering phase was not thoroughly vetted by CSC development resources and project leads present in the requirements workshops. The CSC developer skillsets in SharePoint were inadequate to develop a functioning site environment.
