MnDOT is developing the southwest corner of MnDOT ‘s District 6 Rochester Facility’s property located at 2900 48th Street Northwest, Rochester, Minnesota. Development of the property included the construction of storage buildings, future building pads, and a parking lot.

During construction subgrading activities, solid waste material was encountered. Solid waste material included old tires, wood, cement block, roofing material, remnant highway guardrails, highway barrels, and 5-gallon and 55- gallon containers some of which appeared to contain petroleum based products.

The contract included conducting a site investigation to determine the lateral and vertical extent of solid waste debris and also to determine if soil and/or groundwater had been impacted by the solid waste debris. The information obtained from this site investigation was used by MnDOT to determine final project design plans and specifications.

After the site investigation was completed, a Response Action Plan (RAP) was developed to address the solid waste debris removal and disposal. Upon receiving Minnesota Pollution Control Agency (MPCA) – Voluntary Investigation and Cleanup (MPCA – VIC) program approval of the RAP, oversight the implementation of the RAP included environmental oversight of the excavation, loading, and disposal of the solid waste material at a Minnesota-certified landfill.
