The purpose of this contract is to provide outeach counseling to potential recipients of MN Indian Scholarship Program. The contractor also provides support services for the MN Indian Scholarship Program applicants. She provides assistance with the administration of the MN Indian Scholarship Program and acts as a liaison between OHE and tribal education and scholarships offices as well as other interested parties to assist in facilitating effective and efficient administration of the program.

The director must contract with at least one person demonstrated competence in American Indian culture and resides near the city of Bemidji (MS, Section 136A.126) and with other information about financial aid for which the students may be eligible.

This contractor has performed the required services since 2007 and has developed and maintained positive relationships with American Indian community leaders, committees, and associations focused on educ in MN; and in 2007 on the original RFP, only 2 individuals responded and she was the only one that met the requirements, we felt this was a sole source.

The contractor performs tasks on time and provides timely invoices for payment. The contractor responds to requests from scholarship recipients, postsecondary institutions, tribal education and scholarship offices as well as the OHE in a timely fashion.
The contractor's quality of work is excellent and she is providing well needed services to the OHE.
The contractor efficiently schedules outreach events as well as other assigned tasxks throughout the contract period. This ensures required tasks and events as well as the associated travel and compensation costs are spread over the entirety of the contract.
The contractor's overall performance is extraorignary. The contractor provides a needed service to the agency as well as the American Indian community including but not limited to American Indian high school and postsecondary students.
