The purpose of the contract was to determine the effectiveness of the primary seat belt law over the previous secondary seat belt law by analyzing the impacts of the new law,
examining the changes in roadway crash fatalities, seat belt use, and support for the law.

After several years of debate and numerous statewide and national studies, it was important to provide information to the legislature to show that the Primary Seat Belt Law is having its intended effect. The data indicates there have been 68 fewer deaths, 320 fewer severe injuries, and 432 fewer moderate injuries since the law became effective. The Primary Seat Belt Law has shown that at least $45 million in hospital charges were avoided, including a direct savings of nearly $10 million or more tax dollars that would have paid for expenses charged to Medicare, Medicaid and other government insurers. The public has also responded to the Legislature’s action by buckling up at increased rates with the seat belt use rate at 92.7% in 2011, and public support for primary enforcement of Minnesota’s seat belt law has increased from 62% just before the law was passed to over 70% since it was passed.

A review of potential organizations capable of evaluating the primary seat belt law in MN resulted in the organizations being strong in specific areas of research, but there was one group that had the knowledge, experience, research, ability to quantify the impacts of the law, and has identified the primary seat belt law as a main focus of their research. This would be the University of Minnesota's Hubert H. Humphrey School of Public Affairs.

The original estimated time to complete the work was 10 - 12 weeks. The contractor had 6 weeks to complete the evaluation once the contract was executed. Additional time is needed for data requests to be fulfilled and the analyses to be completed.
The contractor complied with the contract requirements, the personnel assigned to the project were appropriate, and the quality of the work was technically very good.
The cost stayed within budget and were properly allocated.
