Summarize purpose of the contract, including why it was necessary: The purpose of this Contract was to provide construction plans for a mill and overlay project on T.H. 13 from I-35W in Burnsville to Cherokee Heights Boulevard in Lilydale, with the exception of the area near the I-494 overpass and the section between the eastern limits of Mendota and I-35E.

This project was a governor’s initiative Better Roads Project. MnDOT was unable to perform the work when needed because of internal staff limitations and short time frame to deliver the project to letting.
