Contamination by petroleum and associated volatile compounds was identified in soil and groundwater samples obtained from various locations along the TH 14 corridor between its intersections with TH 52 and 30th Avenue Southeast in Rochester. The greatest impacts were detected near the intersection of TH 14 and 3rd avenue Southeast. The reconstruction project will encounter contaminated soil and groundwater in the identified areas and perhaps elsewhere along the corridor. Although State is not responsible for the presence of the contamination, State still could be held liable for exacerbating the contamination through reconstruction activities. The purpose of this Contract is to provide assistance to State in properly managing contaminated soil encountered during the construction project. Therefore, Contractor will prepare and implement a Response Action Plan and Construction Contingency Plan during construction activities.
