The purpose of this contract was to develop the plans and the buildout for the equipment needed statewide for the Stategic Tehnical Reserve plus the supporting documentation such as Statewide Standards, Training documents and manuals. This contract was also used for clerical support in setting up STR Work Group meetings, 2012 Interoperability Conference Planning and taking minutes for both of these meetings. This contract was necessary to fullfill a Public Safety Interoperable Communications (PSIC) Grant requirement of developing a STR for the State of Minnesota and to plan the 2012 Interoperability conference.

It seemed to me that requested work was presented in a timely manner. Meeting minutes were out within a day or two of each meeting and the next meeting with agendas were arranged in a timely manner. The consultant offered good ideas on both projects and assited with keeping the projects on track and moving forward. Everyone from Elert was very good to work with.

Technical consulting provided for STR trailers was extremely timely. During field visits, contractor would put in extra work after-hours to be prepared first thing in the morning. Contractor would respond to inquiries in a rapid and thorough manner.
I felt the work performed on the plans for the trailers was very good and thorough. Minutes for both the STR meeting and the Conference planning were very accurate and agendas reflected the work that needed to be completed.

Technical consulting provided by E&A for STR trailers was outstanding. Consultant Dave Kaun provided a very functional design and was on-target with innovative and timely solutions to problems as the project progressed. He was an excellent advocate and invaluable support in a project that experienced many difficulties in dealing with its equipment vendor.
We now have seven backup portable towers throughout Minnesota to assist us should there be a major malfunction to our radio system along with the supporting documentation to set them up and run them. the 2012 Interoperability Conference was a huge success with the most people in attendance of the three conferences we have had. I feel the return on our investment as far as contractor's cost was very good.

Billable hours for technical consulting were at market rates. Technical consulting service was at or above standard industry quality.
Contractor was timely, accurate and easy to work with I felt their performance was very good.

Technical consulting in particular was outstanding.
