The State is considering acquiring two contiguous sites: the former Kor Ethanol Plant site and the former Lonsdale Painting Supply site. These sites comprise the project area and a future State truck station. The intent of this contract is to complete a separate United States Environmental Protection Agency (EPA) All Appropriate Inquire compliant (ASTM 1527-05) Phase I Environmental Site Assessment (Phase I) for each site with the project area to identify all possible sources of contamination (based on present or former land use) that could impact the acquisitions and the future use of the project area as a truck station. The information obtained during two previous Phase I Assessments will be utilized to design and complete separate drilling investigations – one for each site within the project area – and to identify the presence, magnitude, and extent of contaminated soil, soil gas, or groundwater. The information obtained from the Phase I and drilling investigations will be used by State to determine acquisition requirements and construction specifications.
