The State of Minnesota Department of Public Safety (DPS) retained Federal Engineering (FE) to provide professional consulting services to develop an operational plan for the Interop System. This Plan includes operational policies and procedures and defines how the various elements of the Interop System are used to provide cross-spectrum interoperability for public safety agenices throughout the state using ARMER and non-ARMER radio systems. The project also included development of learning objectives, a training manual and a trianing plan. The project also included a powerpoint presentation for instructors complete with presentation notes.

Two Train the Trainer sessions were completed by Federal Engineering and 40 practiioners from across the State of Minnesota became Trainers for the Cross Spectrum Operationa Plan.

Federal Engineering has completed an extensive amount of work for the State of Minnesota DPS on the
ARMER Radio Program. During this time they have had extensive contact with 47 counties, five of Minnesota's
seven Regional Radio Boards, state agency officials within DPS and the Department of Transportation,
and with the Statewide Radio Board. Through this work acquried as a result of competitive bids Federal
Engineering has acquired an extensive understanding of local public safety communications needs,
the ARMER system and in Minnesota's strategy to address public safety communication needs for the
state, regional and local public safety users. Federal Engineering has also established relationships
with stakeholders and demonstrated a level of competency to address Minnesota's regional and public
safety issues.

The purpose of the proposed professional & technical services contract is to provide supplemental and
on-going technical and professional consulting services a the direction of DPS, the SRB and the local
and regional governments as they continue to examine issues developed as part of the various studies
previously awarded to the proposed vendor after competitive processes, and other LMR radio issues
that develop as part of the ARMER system implementation and public safety interoperable
communicaitons planning process. The time required and the cost for another vendor to
develop extensive understanding of these issues would be extensive.

Contractor was on time and documents delivered were very well written and complete.
The quality of contractors work was exceptional. contractor took the time to understand what we were looking for and developed douments to support this.
For the work performed and the finished product received I believe the Stat eof Minnesota recieved an excellent value.
