Preliminary Design for US Highway 52 and CSAH 24 I

The State, in collaboration with Goodhue County and City of Cannon Falls, contracted with SRF Consulting Group, Inc. to provide professional, technical services for preliminary design for an overpass at US Highway 52 (US 52) and County State-Aid Highway (CSAH) 24 in the City of Cannon Falls, a new interchange south of the overpass and a frontage road system within the 2.0 miles project length. The Contractor completed the preliminary design required including Planning, Environmental Assessment (EA) Document, Final Geometric Layout, Construction Limits, and Official Mapping of the project area. The signalized intersection needing an overpass and the other one needing an interchange are located within the US 52 segment categorized by the State as a High Priority Interregional Corridor (IRC) connecting two regional trade centers (Twin Cities and Rochester). Construction of the design project will accommodate the growing traffic volumes and replace these remaining two signals on this High Priority IRC between the Twin Cities and Rochester. It will also provide connectivity of US 52 with other roadways in the area, and improve traffic safety.

The Contractor did a very good job managing the original time budgeted and the time extensions for this Contract. The time delay for the final deliverables was determined by the State as necessary to resolve all the project issues that evolved during the project development process.
The Contractor provided high-quality deliverables
The Contractor managed the budget estimate very well. All the cost increases were the results of additional work required by the State.
Overall, the Contractor performed very well under this Contract. They adapted well to the changing nature of the project development process and delivered high-quality products.
