The purpose of the contract was to add the Spanish language to VINELink (the online VINE registration and notification feature of the automated victim notification services), add Somali and Hmong languages to the VINE telephone notification services, create a new, automated web-based victim notification system for the Departmetn of Corrections called "Minnesota CHOICE," and to enable Minnesota to survey its users of the VINE and CHOICE systems.

This project was an enhancement and expansion of Minnesota’s current victim information and notification system (VINE) which was designed and maintained by Appriss. The enhancements were built on the existing VINE architecture and codes and consequently Appriss was the only vendor who could develop, implement, and maintain the system effectively and efficiently.

The enhanced victim notification system for the department of corrections (Minnesota CHOICE) took longer to complete than originally contemplated. The majority of the delay can be attributed to the complexity of the project. However, some of the delay was attributed to the vendor not having a clearprocess in place for managing development and testing processes. This caused some significant set backs as the product needed enhancements and changes after development to ensure that the scope of work was completed and the product was user friendly for crime victims as well as administrative staff.

The enhancements to the VINE service, including the addition of two languages to the telephone service and the Spanish VINELink website, were completed in a timely and satisfactory fashion.

The vendor promised to deliver a survey design and management tool that ultimately did not providethe basic functionality of other survey management tools available.
