APS has an electronic citation product that is already in the field, used by dozens of law enforcement agencies. The BCA entered into a contract with APS in 2010 for the purposes of piloting an adapter between APS' electronic citation product and the BCA's eCharging system, to electronically send the citations to the Court. The pilot has been successful, and the BCA now wishes to install the adapter at multiple law enforcement agencies, and make limited modificaitons to the adapter to meet additional business requirements that arose during the course of the pilot. This contract needs to besingle source as only APS can make modification to, and install, its own citation software product.

Project took a long time. APS system architecture creates testing and deployment obstacles, with lots
of churn and regression testing to catch issues.
APS architecture results in each change to their code adding almost as many problems as are fixed, requiring a lot of retesting.
Very reasonably priced
Project Manager did excellent work, but nature of product makes his task very difficult. In our
experience APS installs work best when local agency has very rigorous and high quality testing procedures. We need to work with APS because of their presence in the state, but are trying to limit our risk exposure to their testing issues.
