Procedures for Highway Cost Allocation

According to NCHRP Synthesis Report #387, Mn/DOT last completed a Highway cost Allocation (HCA) study in 1990. This study assessed the heavy vehicle cost Responsibility to be 19.2%. No other HCA study has been conducted by Mn/DOT or CTS since 1990.
In 2005, Mn/DOT commissioned a Truck Size & Weight Study (TS & W) that focused on alternative vehicle configurations (weights & axles), and the associated benefits and costs. The TS&W effort suggested a need to develop a closer linkage between permit fees and costs imposed within a larger context of costs and benefits-thus the need for this study. The results of the work will be used to benefit to the Office of Freight and Commercial Vehicle Operations will come from critical analysis of the current state of cost and revenue attribution. It will use existing FHWA methodology and Mn/DOT data to carry out a cost allocation exercise and use the results of this study as a basis to identify the pros and cons off different HCA methods. The researchers will develop a framework for Phase II of this research in which new methods for HCA will be developed and applied to Mn/DOT data.
