There were weather problems that hampered getting the archaeology done and it had to extend to the next season. However, the other part of the problem was that they didn’t have enough staff to do the work efficiently. They should not have said they could do the work.

Not for archaeology unless they staff up with qualified archaeologist. There were weather problems that hampered getting the archaeology done and it had to extend to the next season. However, the other part of the problem was that they didn’t have enough staff to do the work efficiently. They should not have said they could do the work. It resulted in delayed results and more time spent making changes to the contract. The switch in personnel caused a mistake in the report, which needed to be redone.
