St. Croix River Crossing Project-Air/Noise Re-Eval

The purpose of this consultant contract was to update the noise impact and air quality analyses for the proposed new St. Croix River Crossing project.

MnDOT is required by the change in federal law (23 CFR 772, Federal Highway Administration noise policy) to re-analyze the noise impacts and possible mitigation for the project. It was also required that the air quality analysis be updated due to the required use of the new Environmental Protection Agency air quality models. These analyses were required to obtain Federal Highway Administration approval of the project.

SRF did a very good job in delivering the noise and air quality analysis within a very tight deadline. In fact they completed some of the project task before the contract deadlines
The quality of the work was very good. Reviews were handled in a very timely manner. Comment/response matrix’s were used that really helped out in the final review
Based on the time allowed for the analysis the contractors cost were very fair
Overall SRF did a great job on the project. SRF had to deal with timelines were very short and met everyone one of them. The reports were very well done and we received very few concerns and quite a lot of “looked great” from the reviewers. The project Manager @ SRF adjusted his schedule for an open house which greatly helped out with the presentations.
