eCharging DWI Enhancements

The eCharging project is creating a system that will electronically pass charging and administrative DWI forms between law enforcement, prosecutors, the Court, and the State. The current paper method wastes personnel time on duplicate data re-entry and physically transporting documents in a time-sensitive process. eCharging seeks to drastically reduce the time spent entering and processing paperwork for approximately 800,000 charging documents and 100,000 DWI forms per year.

Additionally, by integrating with local systems via software adapters, eCharging is integrating local systems with state systems, enabling more accurate and complete views of events in, and subjects of, the criminal justice process. The combined impact of better data, and reducing the time criminal justice personnel process paper, will have a substantial impact on public safety.

Purpose was for enhancements to eCharging - DWI Wizard performance improvements, compliance with law changes, testing, etc.

Intertech Inc. developers designed and developed the eCharging application. They have been the only contractor who has done significant development work on eCharging. This team is also familiar with existing BCA software project management tools and project management methodology used by the eCharging project. They are the only contractor/vendor that can provide the necessary enhancements and integrations without consequential and pronounced productivity losses. It would take another contractor 4-6 months alone to acquire the knowledge to even begin to start performing the enhancements and development to do the necessary work. Only with considerable investment in time and resources by BCA technical staff or existing Intertech developers could a new contractor be brought up to speed to perform the work required and get the work done before we lose the ARRA grant federal funding. Lost productivity would entail costs of potentially tens of thousands of dollars. With the BCA short on technical staff to provide necessary training this would be impossible. The developers brought on board for this contract would be the same individuals who have 3-4 years experience developing an application that is considered by its state and local criminal justice partners to be a great success.

Work was completed on time.
The DWI Wizard in particular has gotten rave reviews and feedback from law enforcement agencies, and resulted in a large spike of demand for use of the system. Approximately 40-50% of DWIs in the state are now done via eCharging.
Cost was reasonable and in line with other contractors.
