The purpose of the contract was to obtain assistance in reviewing the performance of Minnesota's 87 local lead agencies' managmenet of the state's home and community-based services programs. The project was inititiated in response to requirements from CMS that states provide evidence that federal requirements are being met. The review monitored local lead agency compliance with state and federal regulation and identified individual records, conducting interviews, surveys and focus groups while at the local lead agencies offices. The field based and systems data was analyzed, and reports were drafed and finalized. The reports were shared with the local lead agency.
