Statewide Flood Risk Assessment

There are several projects included in this contract. All tasks were linked to the update of state mitigation plan necessary for the continued funding of several FEMA emergency management grants.
1. Completion of the Statewide Flood Assessment - a flood assessment to determine vulnerable structures to flooding in all counties was completed. This project was integral to the 2011 update of the state mitigation plan. Other agencies such as DNR and BWSR found this assessment useful since it is summarized flood vulnerabilities in the state.
2. The HAZUS Level 2 flood risk assessment for Dakota County. This aim of this project was to produce an enhanced flood vulnerability report by using county assessor data provided by the county. This information will be used in the 2014 update of the state mitigation plan.

HSEM mitigation staff was looking for a state agency or university to partner with this project. The HAZUS-MH software takes a great deal of dedication to become proficient to be useful for mitigation planning purposes. UMD was chosen because they were willing to take this project, and, had staff proficient in GIS hydrology, and HAZUS-MH. UMD staff was active in the GIS community in the state and had ability to gather data essential for the study. According to statute 471.59 HSEM and UMD could use an interagency agreement, however, UMD only accepts Professional Technical contracts from state agencies. A single source was developed to enter into a P/T Contract.

UMD completed the project within the scope of work detailed in the application to FEMA. The completion of the statewide flood assessment was ahead of schedule. The completion of the Dakota County Flood Assessment was completed on time.
BWSR and DNR reviewed the statewide flood project and praised the effort since it was the first unified flood risk assessment in the state. Both agencies used the assessment for flood management issues. The use of the flood assessment was not intended in the vision of the project but is welcome. FEMA staff reviewed the statewide flood assessment and held it up as an example for other states. One key element was that UMD learned from other statewide projects and applied that learning to this project.
UMD was nder budget for both taks by $5,545.00. UMD also contributed $9,545.76 in staff time for the 25% local match by participating in the other hardous mitigation activities such as the state/federal hazardous mitigation team (Silver Jackets) and the Central HAZUS Users Group (CHUG) sponsored by FEMA. This cooperation was welcome since the donated staff assisted with the technical aspect of maintaining HAZUS for use by HSEM.
One item that popped out during the search for a GIS partner was that UMD was involved in a variety of community projects. UMD staff took time to explain all aspects of the project and reported any problems promptly. All problems for the project were overcome and superior product was delivered.
