A contract was necessary because MnDOT had an inspection personnel shortage due to additional construction project work load created by the American Resource Recovery Act and Chapter 152 funded projects.

Evaluate the contractor's timeliness Contractor performed work in a timely manner. Also made frequent contact to construction contractor when needed to get schedule updates, information and request work be completed in a timely manner.

Evaluate the contractor's quality Quality of work was very good and all work was well document, including pictures as needed. The documentation greatly assisted in the final inspection/acceptance by the FHWA.

Evaluate the contractor's cost Cost was reasonable for work that was required to be intermittent over a multiple years (schedule dictated by the construction contractor’s warranty work in the field).

Evaluate the contractor's overall performance Overall performance was very good.
