Rural ITS Safety Solution Systems Evaluation

The Rural ITS Safety Solution Systems project was an ITS project to develop low-cost, readily deployable, low
maintenance systems that can be used to improve safety on rural roads and non-signalized rural intersections.
The contract was for the development and operational testing of three systems: Driver Behavior Evaluation
System, Stop Sign Warning System, and Curve Warning System. Evaluation is the reasoned consideration of how
well project goals and objective are being achieved. The purpose of conducting this evaluation was to cause changes in the project so that it eventually met or exceeded its goals and objectives. The evaluation of these systems specifically assessed their impact on safety, productivity and customer satisfaction.

The result of the contract was an Evaluation Report documenting the evaluation, strategy, plans, results, conclusions and recommendations regarding the performance of the Rural ITS Safety Solution Systems.

This contract was necessary to achieve an independent, unbiased evaluation of the systems being evaluated.

The project report was delivered on time as required. Time extensions for the project were documented in the contract amendments. These extensions were generally required by unknown factors discovered during project development.
The quality of the work done on this evaluation project met the projects needs.
The cost was appropriate for this type of work.
The delays in the project were unavoidable. However, communication between the major parties should have been better and may have avoided some of the issues. This was a lesson learned that has been improved on projects.
Many of the invoices for this project had to be resubmitted since they violated provisions of the contract. This caused additional work by the project manager and delays in processing payments. In the future invoices need to be accurate and in accordance with the contract requirements.
