To supply the state of Minnesota with the necessary information to prepare for integration with the nationwide Public Safety Wireless Broadband Network. This includes a user needs assessment, network implementation model, funding models, and other components. This project was necessary to prepare Minnesota for the next generation of public safety interoperable communications.

Minnesota did not possess the resources to perform this specialized work internally and with impartiality, and so it procured outside services.
