Project Consulting Group sub-contracted with EHR Doctors.

For this report, my comments on performance refer to the sub-contractor, Richard Braman of EHR Doctors.

This contract was executed during the planning phase of MDH project #1202 (NwHIN Direct Implementation) to install a proof of concept infrastructure for standardized, secure information exchange using the Nationwide Information Network (NwHIN) Direct protocol. The Direct exchange protocol is new technology for MDH and a contract was necessary for the agency to acquire the services of a subject matter expert.

The contractor downloaded, installed, and configured the Direct application (an opensource implementation available from the HSS Office of National Coordinator for Health Information Technology/ONG) on MDH development and test environment servers, and built interfaces with existing two MDH messaging applications. MDH staff and the contractor then developed, executed and documented various test cases. Significant knowledge transfer to MDH staff took place through various meetings with the contractor and with the systems and test case documentation.

Contractor met all deliverables within and in advance of contract requirements. Contractor met with entire project team during project kick-off, and subsequently worked off-site with secured remote access to MDH development and test server environments.
Contractor’s cost was exactly as bid, and was among the two most reasonable responses to the SOW posted as part of the State 902TS master contract process.
