This contract was to develop a Road Safety Plan for MnDOT Metro District to support the Traffic Engineer in identifying corridors that will benefit from systematic low cost safety improvements. The primary focus was to provide direction to the District in terms of prioritization of safety needs within the roadway network. However, other local agencies, such as cities or tribal units of government, were encouraged to participate in the development of the road safety plan for the District. This will assist the District Traffic Engineer in delivering specific safety projects commensurate with the SHSP.

This plan provided the basis for systematic implementation of safety measures across the entire roadway network within the District. The end result of the process is a document that identifies a gamut of proactive measures, based on current crash trends that will increase the overall safety for roadway users. The District will develop a prioritized list of proposed safety improvements for the entire roadway network or a significant subset by route and location. Development of a Road Safety Plan will be advantageous in securing future safety funds since the systematic identification of crash problems and potential countermeasures will be a focus in the foreseeable future at the state, and likely, the federal levels.

The result of this project is a District Road Safety Report detailing stand alone safety projects that can be funded over a multiple year time period.

This Contract was necessary to meet the FHWA expectations for use of Highway Safety Improvement Plan (HSIP) funds and to build expertise within the organization to develop ongoing Safety Plans.

The contractor produced a report and conducted a workshop that were high quality and will be used to make future business decisions in the District
Contractor costs are in line with other contracts for similar scopes of work
The contractors overall performance was within MnDOT expectations. They were very flexible and responded well to the diverse needs of this project. They were able to response to a few items that were unexpected within the project scope and budget. I would recommend using them again for future assignments.
