His deliverables were on time according to the project manager of this project.
We had a mixed result for the deliverables. Some were fine others were incomplete.
Costs were reasonable.
Just like the quality it was a mixed bag. A lot of the contractors earlier work was satisfactory. The individual even did a lot of testing of the last release and identified several problems, but those problems were there because the contractor didn't have the situations documented in the requirements and specifications. The developers needed to spend a lot of time talking with the analyst because the details weren't documented. We had expected to have a very senior level business systems analyst that was skilled in using the unified development process. Instead the individual ended up being a mid-level analyst.
