Contractor required constant monitoring and status follow-up to ensure work was delivered in a
timely fashion. Without such close supervision, deadline would slip.
The working hours when the contractor was actually present on-site varied frequently, making it hard for internal staff to plan.
Attempts to bring the contractor into alignment with the BCA's core hours were met with resistance.
The contractor's work was acceptable, but required constant supervision and guidance of the
lead developer.
The contractor did discover some issues with the business requirements that were not documented in the use case.
